Is there a difference between Oracle JDeveloper and J2EE?

We've used Oracle Forms 6i for the many years and have been told to look into using Oracle ADF. So I watched some online demos of JDeveloper. I'm looking for training classes and they have "Build Java EE Applications". What is EE and is JDeveloper just the tool to build these Java EE applications?
